The mission of the TGA Foundation is rooted in a simple belief: golf has the power to change lives. The Foundation’s vision is to see more Texans, from all walks and stages of life, play and enjoy all the good that golf has to offer. Golf connects people. It builds character, strengthens communities, and bridges generations. Because the game offers lifelong benefits for both the mind and body, the TGA Foundation invests in programs that open doors to opportunities many young people might not otherwise have.
Youth on Course
One of the most impactful programs the Foundation offers is Youth on Course which is designed to make the game more accessible for junior golfers across Texas. For many families, the cost of playing golf regularly can be a barrier. Youth on Course allows young players to access participating courses for just $5 per round.
But the impact of the program goes far beyond affordability.
“Youth on Course gives young people the opportunity to experience golf as a place where they belong,” says TGA Foundation Director, Kelly Kilgo. “For many kids, that first $5 round is the start of a lifelong connection to the game.”
Juniors gain confidence as they improve their skills, form friendships on the course, and learn lessons in integrity, patience, and perseverance that extend far beyond the game itself. For many, golf becomes not just a sport, but a community where they feel welcomed and supported.

Bill Penn Internship
The TGA Foundation’s Bill Penn Internship Program is about giving high school students an early opportunity to see that golf can be a place to learn, work, grow, and build confidence. Through this paid summer internship program, students work at TGA Member Clubs and gain firsthand exposure to the many roles and responsibilities that power the game.
This internship can be transformational, introducing students to multiple areas of club operations, mentors, and job opportunities available in the golf industry, while also helping them develop social and professional skills in a real work environment.
The impact goes beyond just a summer job. For students, the program offers paid employment, experience they can carry forward, and a chance to build self-esteem through meaningful work. For clubs, it’s an investment in local youth and growing the game in their own backyard.
Named in honor of former TGA Executive Director, Bill Penn, the program continues his legacy as a dedicated servant of the game who helped grow and support golf in Texas. Through this internship, the TGA Foundation is not only introducing young people to the game’s possibilities—it is helping them take an important first step toward their future.

Doris Kallina / ’Nez Muhleman Scholarship
The Doris Kallina / ’Nez Muhleman Scholarship reflects the TGA Foundation’s commitment to supporting young women whose lives have been shaped by the game of golf and who aspire to pursue higher education.
Awarded every four years and valued at $25,000 over four years, this college scholarship provides meaningful financial support to a deserving young woman who demonstrates strong academics, leadership, extracurricular involvement, and a genuine connection to the game of golf.
For many recipients, the scholarship is more than financial assistance. It is recognition of years spent balancing academics, competition, and personal growth through the game. The support allows these young women to focus on their education while continuing to pursue their passions and future goals.
Just as Doris Kallina and ’Nez Muhleman spent decades investing their time and energy into advancing women’s golf, this scholarship carries their legacy forward by empowering the next generation of young women who will lead, serve, and inspire others through the values the game teaches.
This scholarship has changed the trajectory of my golf and academic careers. The opportunity to attend university and play college golf has allowed me to achieve more than I could have imagined. I will always be grateful for the generous support I have received from the TGA, and I hope to continue their legacy by inspiring more young girls in the future to pursue what they are passionate about.”
Bob Romero Scholarship
The Bob Romero Scholarship ensures that talented junior golfers have the opportunity to compete and grow through the game, by providing financial assistance to participate in competitive events conducted by the Texas Golf Association and the Texas Junior Golf Alliance when limited resources might otherwise prevent them from doing so.
Competitive golf can be a life-shaping experience for junior players. It teaches discipline, resilience, and sportsmanship, while also providing opportunities to test their skills, set goals, and pursue new levels of achievement. For many young golfers, the chance to compete in tournaments is where confidence grows and a deeper passion for the game begins.
The scholarship honors the legacy of Dr. Robert “Bob” Romero, a longtime TGA Director who dedicated more than two decades to serving the game. Known affectionately as “Dr. Bob,” he spent countless hours volunteering at championships across Texas serving as a Rules official, starter, and in any role needed to support the Association and its players.
The TGA Foundation continues his spirit of service by helping young golfers gain access to competitive opportunities that can shape both their golf journeys and their personal growth.
“Traveling to tournaments can be expensive, and sometimes it limits my ability to compete in events that are out of town. Being part of this scholarship helps make those opportunities possible. Competing against players from different places allows me to measure my skills and continue growing as a junior golfer. I am very grateful for this opportunity. It motivates me to work hard and gives me the confidence to always do my best every time I play.”
